Theo Lacy Facility

The Theo Lacy Facility, an 11 acre maximum security jail complex, is located in the City of Orange between the Santa Ana and Garden Grove Freeways. The Theo Lacy Facility houses a maximum of 3,111 sentenced and pre-sentenced inmates who have been arrested for misdemeanors and felonies. The Theo Lacy Facility (the "Facility") is operated by the Orange County Sheriff's Department.

Visiting Hours

You may visit an arrestee/inmate at the Theo Lacy Facility from Friday through Sunday from 8:00 am to 6:00 pm. Visitor must check in before 5:30 pm.

Visiting Procedures

Arrestees at the Theo Lacy Facility may be visited by two (2) adult visitors and one (1) child under five (5) on days inmates are permitted to receive visitors. Each visit may be at least 30-minutes in length. A child who visits an inmate at the Facility must be the child of the arrestee/inmate being visited. Unless they are five years old or younger, children are counted as visitors.

The Facility's visiting hours and roster of inmates who are eligible for visits vary and are subject to change without notice. Thus, you should always call the Facility before visiting. You can reach an officer at the Theo Lacy Facility at any time by calling 714-935-6940.

Attorneys and bail bondsmen may visit at any time for as long as they like. Members of the clergy are permitted to visit inmates daily from 7:00 am to 5:00 pm.

Visitor Restrictions

Only visitors with a valid ID will be allowed to visit inmates at the Theo Lacy Facility.

Officers at the Facility may deny visitation rights to anyone for any number of reasons. All persons visiting the Theo Lacy Facility are subject to search. Such a search may include search of a visitor's person, property or vehicle. Visitors may not bring in bulk items into the Theo Lacy Facility. Bulk items include but are not limited to the following: Purses, make-up bags, day planners, books, back packs and baby diaper bags. Visitors may store bulk items in lockers outside the security area of the Facility's lobby.

Although persons on probation and/or parole may not visit the Facility, persons on informal probation may visit inmates at the Facility. In addition, persons visiting inmates cannot have been in custody within the last 60 days of the date they intend to visit an inmate at the Facility. Telephone Access, Mail & Money

During booking, the person being held in the Theo Lacy Facility ("the arrestee") may make three free telephone calls. Arrestees/Inmates may not receive calls or phoned-in messages. Upon request, inmates are allowed to make collect calls.

Money can be added to an inmate's "books" by: Making a deposit for the inmate using the 24 hours-a-day Lobby Kiosks at the Facility (Kiosks take cash, debit or credit cards); calling 888-497-2387; sending a Money Order made payable to the Orange County Sheriff's Department with the inmate's name and booking number on the reference line or by going online.
